No, it is not a dye and it can be used on any color vinyl, rubber, plastic, etc.

I use this on everything trim related on my GN, along with other black or rubber parts. It removes white oxidation or something on the rubber trim. Back to Black cleared things up and it looks like new again. My friend used this on the '97 Tahoe which is an every day driver and all the black trim still looks new 97 (even used it on the metal running boards, it's worked so far).
